In 2025, anti-trans legislation is at record levels with 948 bills pending in 49 states, 118 having passed into law. 25 states have enacted blanket bans on gender-affirming care for transgender youth, affecting over 100,000 young people, with 6 states classifying providing such care as a felony.
The Trump administration’s January 2025 executive orders reinstated a military ban on transgender service members, banned transgender women and girls from women’s sports, and removed transgender content from federal websites like CDC and State Department. 19 states enforce bathroom restrictions, 15 states define sex strictly by reproductive anatomy, and states like Kentucky and Nevada have terminated parental rights due to gender identity.
